Restructures the Board of Elementary and Secondary Education to include representatives from labor organizations, school committees, school counselors, social workers, nurses, parents, early education providers, and LGBTQ+ advocacy (MassEquality), with appointments made by the Attorney General, Senate President, and Speaker of the House

Requires the board to meet at least 10 times annually, with appointed members serving 5-year terms and a maximum of 2 full terms; members absent from 4 or more meetings in a calendar year automatically vacate their seat

Creates a Student Advisory Council composed of 4 elected representatives from each of 5-15 student regional councils, with the council chair serving as a voting member of the main board

Establishes student regional councils of 20-45 elected secondary school student representatives per region, with terms of up to 3 years; students must be Massachusetts residents for at least 6 months prior to election

Board members receive expense reimbursement but no compensation, and state-employed board members are exempt from conflict of interest violations under Chapter 268A if financial interests are disclosed prior to votes
