Department of Elementary and Secondary Education must conduct a study on special education service delivery in partnership with at least one public higher education institution, local educational authorities, and private educational providers

Study must examine social and societal impacts on disability diagnosis, including factors such as race, ethnicity, gender, immigration status, parents' education background, and socioeconomic status

Comprehensive evaluation required of existing and potential service delivery models in both in-district and out-of-district settings, including costs for personnel, transportation, housing, specialized services, and assistive technologies

Study must propose methods for providing individualized instruction in an inclusive manner to all students

Recommendations and any proposed legislation must be submitted to the Joint Committee on Education and legislative clerks by May 1, 2026
