Creates the Access College Early (ACE) Program to provide needs-based financial assistance for high school students participating in the Commonwealth Dual Enrollment Partnership (CDEP)

Eligibility limited to students who live in or attend high school in a Gateway municipality and qualify for free or reduced-price lunch under the federal school meals program

Eligible students may participate in dual enrollment at no cost and earn up to 24 college credits

Program administered by the Department of Higher Education, subject to appropriation
