Requires annual data submissions from the departments of early education and care, elementary and secondary education, higher education, and unemployment assistance to create linked datasets tracking individuals over time

Creates a 15-member governing board including cabinet secretaries, agency commissioners, and 6 public members appointed by legislative leaders, with public members serving staggered 3-year terms

Mandates compliance with FERPA, state privacy laws, and federal unemployment data confidentiality requirements, including de-identification standards and a secure data enclave for research access

Authorizes municipalities to create research-practice partnerships with the center and requires annual reports to the Governor and legislature on research requests, website usage, and budget recommendations
