Eliminates the requirement that failure to respond to the municipal census for 2 consecutive years results in removal from active voting lists; instead, non-response may only result in a fine

Establishes new procedures for maintaining voter registers, requiring registrars to use the state's central registry of voters and limiting voter removal to specific circumstances (voter request, death, felony incarceration, registration in another jurisdiction, or determination of non-residency)

Creates an inactive voters list system where voters are moved to inactive status based on USPS change-of-address data or Electronic Registration Information Center information, rather than municipal census responses

Allows voters on the inactive list to vote by affirming continued residence, and removes them from the inactive list only after 2 biennial state elections without voting or responding to notices

Directs the Secretary of State to adopt implementing regulations and automate processes through the central voter registry
