Extends voting rights in municipal elections to noncitizens aged 18 or older with legal immigration status, allowing them to vote for mayor, school committee, city council, town council, board of selectmen, and local ballot referendums

Grants noncitizen voters the right to participate in town meetings and to run for and serve in municipal elected offices if elected

Prohibits noncitizen voters from voting in federal elections (President, Congress), state office elections, or on state initiative petitions, in compliance with 18 U.S.C. 611

Requires municipal election officials to maintain a separate list of noncitizen voters and notify registrants within 5 days of their rights, limitations, and the warning that voting in federal elections may jeopardize citizenship applications

Directs the Secretary of State to create a separate noncitizen voter registration form requiring a sworn declaration of residency, to be distributed alongside standard voter registration forms
