Sets voluntary general election expenditure limits: $1,500,000 for Governor/Lieutenant Governor combined, $500,000 for constitutional officers, $150,000 for state senators, and $75,000 for state representatives

Requires candidates to raise minimum qualifying contributions to access public matching funds: $250,000 for Governor, $150,000 for constitutional officers, $50,000 for state senators (primary), and $25,000 for state representatives (primary)

Provides 1:1 public matching funds for qualifying contributions, with maximum public financing caps equal to the expenditure limits for each office
