Establishes the Massachusetts Census Equity Commission within the Secretary of State's office, consisting of 29 members including state officials, legislators, city council representatives, and community advocates

Defines "undercounted communities" to include communities of color, immigrants regardless of documentation, LGBTQ+ individuals, those with incomes under 200% of the federal poverty line, persons experiencing homelessness, individuals with disabilities, veterans, children under 16, non-native English speakers, rural residents, and subsidized housing residents

Requires the commission to develop census outreach programs using school-based initiatives, nonprofit partnerships, and multi-lingual, multi-media campaigns, with at least 40% of funds directed toward undercounted communities

Mandates monthly commission meetings during the 24-month period before census day and quarterly meetings at other times, with members serving 4-year terms without compensation

Requires three formal reports: an interim report by June 1 of the odd-numbered year before census day, a final outreach plan by December 10, and a post-implementation assessment by February 1 of the odd-numbered year following the census
