Mandates planning to address supply types, anticipated demand across emergency scenarios, recommended quantities, procurement costs, supply rotation methods, distribution mechanisms, and cost-reduction strategies including vendor-managed inventory

Requires an initial report to legislative leadership within one year of enactment, with reassessment of stockpile models every two years thereafter

Establishes quarterly reporting to legislative leadership on current stockpile supplies and available funds, with direction to maximize federal and state funding sources
