Creates a Mosquito Management Board within the Department of Food and Agriculture, consisting of 5 state agency employees and 5 members appointed by the Secretary of Energy and Environmental Affairs representing conservation groups, beekeepers, pollinator advocates, and pesticide/ecotoxicology experts

Requires development of a statewide Integrated Pest Management plan emphasizing preventative measures, surveillance, public education, and source reduction (removing standing water, restoring wetlands) as preferred management approaches

Prohibits aerial application of mosquito-control adulticides and bans use of larvicides or adulticides containing PFAS or other fluorinated compounds

Limits larvicide use to locations where disease-bearing mosquitoes are present and source reduction has been implemented; restricts ground adulticide applications to areas with confirmed mosquito-borne disease detection in the current year

Grants municipalities and landowners the right to opt out of larviciding or adulticiding except during governor-declared public health emergencies where high or critical disease risk is confirmed
