Grants farmers immunity from civil liability for damages caused by PFAS contamination in soil, water, or agricultural products resulting from standard farming practices

Establishes the Agricultural PFAS Relief Fund to assist farmers with PFAS-related losses, including testing costs, business adaptation, remediation, and physical/mental health needs from PFAS exposure

Creates the Agricultural Fertilizer Purchasing Fund to help commercial farmers cover increased fertilizer costs due to PFAS-containing product restrictions, beginning in fiscal year 2025

Prohibits the application of biosolids on land and bans the sale of fertilizers or soil amendments derived from sewage sludge unless proven to contain no measurable PFAS

Requires the state to develop a comprehensive statewide master plan for sludge management by December 31, 2026, and mandates 100% reimbursement to municipalities for additional sludge disposal costs incurred under the new restrictions
