Requires the Department of Environmental Protection to issue a general license for publicly beneficial climate resiliency projects that are nature-based and sustainably developed, as designated by local conservation commissions, selectmen, or mayors

Adds "climate resiliency protection" to the types of projects regulated under the Wetlands Protection Act (Chapter 131, Section 40)

Exempts publicly beneficial climate resiliency projects for flood control and storm damage prevention from requirements to minimize or mitigate wetland resource area losses through replication when such losses are necessary to achieve project goals

Creates a general permit pathway for qualifying climate resiliency projects, modeled on the existing procedure for ecological restoration projects

Amends Chapter 91 (waterways licensing) to streamline permitting for nature-based climate resiliency projects approved at the local level
