Requires all health insurance plans in Massachusetts to cover medically necessary treatments required by a student's Individualized Education Program (IEP), Individualized Family Service Plan (IFSP), or under the federal Individuals with Disabilities Education Improvement Act

School districts must obtain annual written informed consent from parents before billing private insurance, and must notify families that premiums may increase, the district may cover cost-sharing expenses, and billing may affect service limits

School districts cannot require families to use private insurance if it would impose financial costs, and cannot deny or delay IEP/IFSP services if families refuse to allow insurance billing or if insurers deny payment

Amends five chapters of Massachusetts General Laws covering the Group Insurance Commission, accident/sickness insurance, hospital service plans, medical service agreements, and HMO contracts

Takes effect December 31, 2026, with form filings subject to approval by the Commissioner of Insurance
