Requires all health insurers in Massachusetts to reimburse Federally Qualified Health Centers (FQHCs) at rates equivalent to what they would receive under MassHealth's prospective payment system methodology

Applies to multiple insurance types including commercial insurers, hospital service corporations, medical service corporations, dental service corporations, HMOs, preferred provider organizations, and student health insurance plans

Mandates the Division of Insurance to promulgate regulations by January 1, 2027 and consult with MassHealth on per-visit payment rates for each FQHC

Requires licensed insurance entities to submit annual reports to the Division of Insurance demonstrating compliance with the reimbursement requirements as a condition of licensure

References federal Medicaid payment standards under 42 U.S.C. § 1396a(bb) and 1396b(m)(2)(A)(ix) as the baseline for calculating minimum reimbursement rates
