Authorizes the Commissioner of Public Health to designate contagious and infectious diseases as "of heightened public health importance"

Prohibits all health insurance plans, MassHealth, and the Group Insurance Commission from charging cost sharing (co-payments, coinsurance, deductibles) or requiring utilization review (prior authorization, step therapy) for prevention, diagnosis, or treatment of designated diseases

Requires the commissioner to maintain a publicly accessible list of designated diseases and review it at least annually to renew or remove each designation

Coverage requirements take effect 30 days after a disease is designated

Exempts plans governed by the Federal Internal Revenue Code if eliminating cost sharing would cause loss of tax-exempt status
