Establishes the Strengthen Massachusetts Homes Program within the Division of Insurance to help retrofit residential properties against flood, hurricane, tornado, and windstorm damage

Creates the Strengthen Massachusetts Homes Fund within the state treasury to administer the program, with monies protected from lapsing or transfer to the General Fund

Program implementation is contingent on annual legislative appropriations, federal grants, or other funding sources; does not create entitlement for property owners

Allows grants to nonprofit entities for windstorm-resistant retrofit projects, provided they follow program administration requirements and provide documentation to the Division of Insurance

Requires all mitigation projects to comply with local building codes and permits, follow guidance from the Commonwealth Office of Climate Science, and be subject to random reinspection
