Creates a Commonwealth Dental Access Program to provide stand-alone dental insurance plans to Massachusetts residents who do not qualify for federal health insurance marketplace coverage under 42 U.S.C. section 18032(f), which includes individuals without lawful immigration status

Program would be administered by the Health Connector board but operate independently from the existing Health Connector marketplace

Protects enrollee privacy by exempting all information provided by or relating to insured individuals from public records laws under Chapter 4 and Chapter 66

Prohibits the Connector from disclosing enrollee information except as required by federal law or authorized by Attorney General regulations

Requires the Health Connector to adopt regulations to implement the new dental access program
