Expands insurance coverage requirements to include services provided by licensed midwives and licensed certified professional midwives, in addition to certified nurse midwives already covered under existing law

Removes language limiting certain out-of-state travel and expense reimbursement protections to only "abortion or abortion-related care," effectively broadening these protections to all pregnancy-related care

Applies to multiple insurance regulatory chapters covering state employee health plans (Chapter 32A), Medicaid (Chapter 118E), commercial insurers (Chapter 175), Blue Cross (Chapter 176A), Blue Shield (Chapter 176B), and HMOs (Chapter 176G)

Adds explicit compliance enforcement requirements, mandating that the commissioner or division ensure health plans comply with these coverage provisions

Takes effect 6 months after passage for all new, issued, or renewed health insurance policies and contracts
