Commissioner of Insurance (or designee) serves as chair, with members including 1 House representative, 1 Senator, the Secretary of Housing and Livable Communities, and the Attorney General (or designees)

Includes representatives from Citizens' Housing and Planning Association, Massachusetts Association of Community Development Corporations, Builders of Color Coalition, National Association of Industrial and Office Properties Massachusetts, and an insurance trade association

Commission must report findings and proposed legislation to House and Senate Ways and Means committees, Joint Committee on Financial Services, and Joint Committee on Housing by December 31, 2026
