Prohibits obtaining 4 or more retailer licenses through new license applications; expansion beyond 3 retailers only permitted through acquiring existing licenses in good standing

Defines "owner" as any person or entity holding 10% or more interest in a licensee, and establishes detailed criteria for "direct control" including 10% voting interest or profit-sharing thresholds

Requires priority consideration for purchasing licenses from social equity businesses, economic empowerment businesses, and certified MBE, WBE, or VBE enterprises when expanding beyond 3 retailers
