Requires all health insurers in Massachusetts to cover at least 6 sessions of preventive behavioral health services for individuals under 21 years old who have a positive behavioral health screening, without prior authorization

Covers services even when the individual does not meet criteria for a formal behavioral health diagnosis; also covers caregivers of infants who screen positive for post-partum depression

Prohibits patient cost-sharing (copays, deductibles) for these preventive services, with an exception for plans that would lose federal tax-exempt status

Mandates insurers accept Social Determinants of Health Z-codes as primary diagnosis codes for claims, allowing billing without a formal mental health diagnosis

Applies to the Group Insurance Commission (state employees), commercial insurers, Blue Cross Blue Shield, and HMOs; directs the Division of Insurance and MassHealth to develop implementation guidance
