Creates new Chapter 176X in Massachusetts General Laws requiring dental benefit plans to allow insured individuals to direct that insurance payments be made directly to out-of-network dental providers who meet the carrier's credentialing criteria

Requires insurers to pay out-of-network dentists at least the same rate as in-network participating dentists when a patient executes a written assignment of benefits

Grants dental insurers the right to review dentist records related to a specific patient to verify services were rendered when paying under an assignment of benefits

Applies to all stand-alone dental plans issued by insurers under chapters 175, 176B, 176E, 176G, and 176I, covering both individual and group policies

Excludes hospital confinement indemnity, disability income, accident-only, long-term care, Medicare supplement, limited benefit health, specified disease indemnity, and other limited benefit policies from these requirements
