Expands the definition of "service contract" to include coverage for tire/wheel repair from road hazards, paintless dent removal, windshield chip repair and replacement, and key/key-fob replacement if lost, stolen, or inoperable

Adds new definitions to Chapter 175 including "consumer product," "maintenance agreement," and "motor vehicle manufacturer" to clarify regulatory scope

Exempts motor vehicle manufacturers offering service contracts on their own products from certain licensure requirements under sections 149N(c) and 149N(d)

Establishes exemptions from service contract regulations for public utilities, licensed insurers offering mechanical breakdown policies, licensed motor vehicle dealers, builder warranties on real estate, product warranties from manufacturers/importers/sellers, and maintenance agreements

Amends existing law to replace "tangible personal property" with "consumer products" for consistency with new definitions
