Mandates minimum insurance coverage of $5,000,000 aggregate for structures, $1,000,000 for single microcell antennas, or $500,000 for single antennas under FCC Over-the-Air-Reception-Device regulations

Requires policies to cover bodily injury, property damage, premises liability, products liability, and pollution including electromagnetic pollution, with no exclusions for fire, explosion, collapse, or contractual liability

Requires automobile liability coverage of at least $1,000,000 per accident and workers' compensation coverage of at least $2,000,000 per accident when relevant

Exempts personal digital devices and home or business appliances with transmitting antennas from the insurance requirements
