Requires surcharge payors to contribute 30-40% of the appropriated budget for each oversight agency, after subtracting filing fees, other agency-generated fees, and federal matching revenues

Applies the same contribution requirements to fund the Community Hospital Reinvestment Trust Fund through the Center for Health Information and Analysis

Assessments on surcharge payors may be collected through the existing surcharge transfer mechanisms under Chapter 118E, sections 64 and 66
