Prohibits the Secretary of Health and Human Services from restricting eligible hospitals' access to discounted 340B prescription drug purchases unless 180 days advance notice is provided to hospitals and legislative committees

Requires detailed reporting before any restriction, including: the proposed limitation, anticipated state savings, fiscal impact on each affected hospital, and mitigation plans to preserve provider savings

Bars the Secretary and managed care entities from restricting reimbursement or coverage for 340B-purchased drugs provided to MassHealth members, with limited exceptions

Allows restrictions only for drugs costing $100,000 or more per patient per year (limited to 25 designated drugs) or for seven specific GLP-1 Agonist drugs designated for exclusion effective July 1, 2024

Amends Section 13L of Chapter 118E of Massachusetts General Laws by replacing the existing section entirely
