Expands Health Safety Net eligibility to uninsured and underinsured patients with incomes up to 400% of the federal poverty level

Patients with incomes between 200% and 400% of the federal poverty level may be subject to a deductible

Eligibility must be retroactive to at least 180 days prior to receipt of an application

Establishes a task force including consumer advocates, hospitals, community health centers, and insurers to study the adequacy of Health Safety Net Trust Fund financing

Task force appointments must be made within 30 days, first meeting within 60 days, and final report to the legislature within 1 year of enactment
