Children under age 19 enrolled in MassHealth would receive at least 12 months of continuous eligibility, preventing coverage gaps during the enrollment period

Continuous eligibility ends only under specific circumstances: the child turns 19, moves out of state, voluntarily disenrolls, dies, or eligibility was granted due to error, fraud, or perjury

Executive Office of Health and Human Services must maximize federal financial participation for coverage under this provision

State coverage and benefits will continue regardless of whether federal funding is available

Amends Chapter 118E of the General Laws by adding Section 17
