Establishes comprehensive MassHealth coverage for children and young adults under age 21 who are Massachusetts residents but ineligible for federal Medicaid (Title XIX) or CHIP (Title XXI) solely due to their immigration status

Benefits provided would be equivalent to those available to other children of similar age and income who qualify under standard categorical and financial eligibility requirements

Executive Office of Health and Human Services must seek to maximize federal financial participation for the program

Coverage must be provided regardless of whether federal funding is available, with the state committed to funding benefits independently if necessary

Amends Chapter 118E of the General Laws by adding Section 16E (similar legislation was filed in the 2023-2024 session as Senate No. 740)
