Cannabis Control Commission must create a searchable online database of all operational cannabis dispensaries by December 31, 2025, developed in consultation with the Massachusetts Cannabis Advisory Board

Database must allow users to search and filter by economic empowerment applicants, social equity program participants, disadvantaged business enterprises, and unionized organizations

Database must display each business's community impact plans, diversity plans, progress toward those plans, and the percentage of sales from social equity-owned producers

Ownership transparency required, allowing users to view all owners of a business and see other entities each owner controls

Cannabis establishments may satisfy part of their positive impact plan licensing requirement by stocking at least 25% of inventory with products from businesses majority-owned by economic empowerment applicants or social equity program participants
