Requires local educational agencies (cities, towns, charter schools, school districts) enrolled as MassHealth providers to implement plans to obtain reimbursement for school-based health services provided to eligible students ages 3-22

Expands MassHealth reimbursement eligibility to cover services for all eligible students regardless of whether they have an Individualized Education Program (IEP), individual health care plan, or Section 504 plan

Mandates that MassHealth reimbursement proceeds be retained by schools to fund school-based health services and cannot supplant existing or planned school health funding

Permits reimbursement funds to be used for behavioral health support, case management, health education, social emotional learning, outreach and enrollment, and school health infrastructure development

Amends Chapter 44 to replace references to "local government entity" with "local educational authority" for MassHealth reimbursement provisions
