Extends the same $25 per hour minimum wage to employees of social service program providers receiving state payments

Requires annual adjustment of the minimum wage based on the consumer price index for urban wage earners and clerical workers, calculated to the nearest cent

Mandates the Executive Office of Health and Human Services adjust provider payment rates to fully cover the cost of paying the enhanced minimum wage

Requires the Executive Office to complete regulatory processes and file for emergency adoption of amended regulations within 180 days of passage
