Expands eligibility for programs that help low-income Medicare beneficiaries pay for premiums, deductibles, and coinsurance costs

Mandates implementation of a waiting list for the Qualified Individual Program when qualified applicants exceed available federal block grant funding

Requires the division to submit a state plan amendment within 30 days of the effective date and promulgate necessary regulations
