Defines "modest meals and refreshments" as food/drinks provided by pharmaceutical or medical device companies to health care practitioners, capped at U.S. General Services Administration per diem rates for Massachusetts localities, updated annually

Prohibits pharmaceutical and medical device companies from providing or paying for alcoholic beverages at prescriber education presentations

Restricts meals to only during the educational presentation itself, not before or after, and bans presentations at recreational venues including resorts, sporting clubs, casinos, and vacation destinations

Expands required reporting to include: total meal costs, venue costs, presentation content descriptions, number and names of attendees, presenter names and credentials, and other items of economic value provided

Requires the Department of Public Health to collect receipts for all reported expenditures under Chapter 111N
