Triggers automatic submission of a "Single Payer Health Care Implementation Plan" to the Legislature by June 30, 2027 if the benchmark shows single payer would have outperformed actual spending at the start of fiscal year 2026

Implementation plan must be developed through public hearings statewide and propose legislation for universal, comprehensive coverage regardless of income, assets, or health status
