Creates an internal special audit unit within the Cannabis Control Commission, operating independently from commission control, with a director appointed by the inspector general for a 4-year term

Unit will monitor the commission's quality, efficiency, and integrity of operations, including host community agreements, investigation procedures, and management functions to prevent fraud, waste, and abuse

Director granted full access to all commission records, electronic data, application materials, and investigative files, with the same powers as the inspector general under Chapter 12A

Requires a memorandum of understanding between the commission, Department of Agricultural Resources, and Department of Public Health for coordinated enforcement on cannabis, hemp, and pesticide control, reviewed every 2 years

Annual report on unit activities must be submitted to the joint committee on cannabis policy by April 30 each year and published on the commission's website
