Establishes a special commission to develop statewide Health Equity Benchmarks with measurable targets for reducing disparities in life expectancy, maternal mortality, and health outcomes across racial, ethnic, and geographic groups, with a final report due within 16 months of enactment

Requires the Health Policy Commission and Center for Health Information and Analysis to incorporate health equity into their oversight functions, including appointing chief health equity officers, collecting standardized demographic data from healthcare entities, and reporting on health disparities and the cost of inequity

Expands MassHealth coverage to children under 21 and adults regardless of immigration status by January 1, 2027, and creates a Health Equity Zone Trust Fund to provide competitive grants to community organizations addressing health disparities in designated geographic areas

Mandates health equity continuing education for licensed healthcare professionals by January 1, 2028, requires reimbursement for certified community health worker services, expands Graduate Medical Education payments for primary care and behavioral health training, and requires certain state boards and commissions to include at least 50% women and 25% people of color
