Temporarily halts the Cannabis Control Commission from issuing new marijuana retailer, cultivator, and product manufacturer licenses, with the moratorium lasting until 180 days after a required study is published or a maximum of one year

Exempts applicants who submitted complete applications before the effective date, participants in social equity or economic empowerment programs, and social consumption license applicants from the moratorium

Requires the Cannabis Control Commission to conduct or commission an economic study analyzing the appropriate number of licenses, adequacy of cannabis supply for patients and consumers, potential market harm from oversupply, and enforcement of cultivation tier regulations

Study must begin within 30 days of the bill's effective date, with results published on the Commission's website and submitted to the Joint Committee on Cannabis Policy
