Restructures the Health Connector board to 13 members, including 4 ex-officio members (Secretary of Administration and Finance as chair, Medicaid director, Insurance commissioner, and Group Insurance Commission director), 6 governor appointees, and 3 attorney general appointees

Governor appointees must include an actuary, health economist, small business representative, 2 employer organization representatives, and a member of the National Association of Health Underwriters

Attorney general appointees must include an employee health benefits specialist, health consumer organization representative, and organized labor representative

Subjects the Health Connector to open meeting law (G.L.c. 30A, §§18-25) and public records requirements, mandating public disclosure of board votes, meeting minutes, financial records, contracts, and staff salaries on the Connector's website

Requires the Secretary of Administration and Finance to annually review and evaluate the Connector's return on investments, with a report due to the legislature by December 31 each year
