Creates the Massachusetts Office of College in High School within the Department of Elementary and Secondary Education to administer programs including early college, dual enrollment, Advanced Placement, International Baccalaureate, and industry-recognized credentialing

Requires all public high schools to offer at least one affordable college in high school program to students before completing 12th grade, with programs open to all enrolled students on a space-available basis without discrimination

Establishes the Massachusetts College in High School Trust Fund to support the programs, with priority for underserved communities and districts with high concentrations of economically disadvantaged students

Mandates all public institutions of higher education develop written policies for accepting credits from AP exams, dual enrollment, IB programs, and college in high school courses, with automatic transfer of credits to Massachusetts public colleges upon program completion

Requires all public high school students to complete and submit a FAFSA or Massachusetts Educational Financing Authority application, with opt-out provisions for parents/guardians or students 18 and older
