Creates a public librarian incentive program providing full tuition grants for public librarians currently employed at Massachusetts public libraries to earn a Master of Library Science degree

Eligible institutions include higher education institutions within Massachusetts or partner institutions under the New England Board of Higher Education's Regional Student Program

Board of Higher Education required to establish rules and regulations, including academic, leadership, extracurricular, and other achievement criteria for grant qualification

Program is subject to legislative appropriation

Amends Section 19 of Chapter 15A of Massachusetts General Laws
