Department of Higher Education must review the practice of requiring standardized college entrance aptitude tests (SAT/ACT) for admission to public undergraduate programs in Massachusetts

Review must analyze how many public institutions in Massachusetts and other states require, make optional, or prohibit standardized tests, along with recent national trends

Review must examine evidence of test bias, impact on student success, accuracy in measuring college readiness, and effects on diversity among racial/ethnic groups, income levels, immigrants, and first-generation students

Department must consult with secondary and higher education leaders, students, academic experts, and organizations representing people of color, immigrants, and low-income individuals

Final review due within 1 year, to be published online and submitted to the joint committees on higher education, education, and racial equity, civil rights, and inclusion
