Prohibits state scholarship funds and financial aid from being used for students enrolled at postsecondary institutions that fail to meet minimum performance standards set by the Board of Higher Education

Requires institutions to demonstrate either a graduation rate of at least 30% for undergraduates completing within 150% of expected time (including transfer students) or a 3-year cohort loan default rate of no more than 20%

Directs the Board of Higher Education to create rules and procedures for annually evaluating which institutions meet eligibility requirements

Establishes an appeals process for institutions determined to be non-compliant with the requirements

Mandates the Department of Higher Education to publish annually a list of institutions meeting eligibility standards on its website
