Amends Section 15E of Chapter 15A of the General Laws by removing the phrase "subject to appropriation," making funding for the endowment match program mandatory rather than discretionary

Establishes a minimum expenditure of $20,000,000 to encourage private fundraising by public higher education institutions for endowment and capital outlay programs

Allocates $10,000,000 to the University of Massachusetts, $5,000,000 to state universities, and $5,000,000 to community colleges

Unused community college funds transfer to state universities; unused state university funds transfer to the University of Massachusetts

Requires the Board of Higher Education to ensure each institution has an opportunity to secure matching funds from the program
