Establishes the Faculty Restoration and Equity Fund to ensure at least 75% of undergraduate courses are taught by full-time faculty and at least 75% of support staff in each department are full-time employees

Extends state retirement system eligibility to faculty teaching at least two 3-credit courses per semester or four 3-credit courses per year at public higher education institutions, including continuing education divisions

Requires part-time and adjunct faculty receive equal pay on a pro-rata basis compared to full-time non-tenure track faculty with comparable qualifications

Mandates state contribution of at least 7.5% of regular compensation to the SMART Plan retirement savings for part-time and non-tenure track faculty

Requires public institutions to establish processes giving non-tenure track faculty priority consideration for teaching assignments after a probationary period and full consideration for tenure-track positions when available
