Establishes a minimum expenditure of $30,000,000 to encourage private fundraising for endowment and capital outlay programs at Massachusetts public colleges and universities

Allocates funds equally among three tiers: $10,000,000 to the University of Massachusetts, $10,000,000 to state universities, and $10,000,000 to community colleges

Requires the Board of Higher Education to ensure each institution has an opportunity to secure matching funds

Unused community college funds transfer to state universities; unused state university funds transfer to the University of Massachusetts
