Adds mandatory health warning statement noting lack of FDA approval, potential health risks, dangers during pregnancy/breastfeeding, and impaired driving prohibitions

Requires comprehensive rotating health warnings based on tobacco and cannabis research, including pictorial warnings, with specific warnings about increased risk of psychosis, schizophrenia, and suicide from THC use, especially among young or frequent users
