Creates a new Accessory Dwelling Unit Trust Fund to help property owners earning up to 110% of area median income build ADUs on their properties

Fund administered by the Executive Office of Housing and Livable Communities, with potential contracts through the Community Economic Development Assistance Corporation, Massachusetts Housing Partnership Fund, or Massachusetts Housing Finance Agency

Provides financial assistance through grants, low/no-interest loans, subsidies, and credit enhancements for pre-development and closing costs including architectural design, site preparation, utility connections, impact fees, and permitting fees

Fund sources include legislative appropriations, gifts, grants, private contributions, loan repayments, fees, and investment income; unspent funds do not revert to the General Fund at fiscal year end

Assistance limited to the minimum amount necessary to make each ADU project feasible
