Defines affordable rental units as those for households earning no more than 50% of area median income (AMI) as determined by HUD

Defines affordable owner-occupied units as those for households earning no more than 80% of AMI

Affordability restrictions must remain in effect permanently or for at least 50 years

Adds "mixed income development" as a defined term in the housing development incentive program statute
