Limits emergency housing assistance eligibility to U.S. citizens and lawfully present immigrants who have maintained continuous legal residency in Massachusetts for at least 12 consecutive months prior to application

Requires applicants to submit two forms of documentation issued at least 12 months before the application date: proof of citizenship/lawful permanent residency (passport, birth certificate, naturalization certificate, or green card) and proof of continuous Massachusetts residency

Acceptable residency proof includes Massachusetts state income tax returns, REAL ID-compliant driver's license, utility bills, lease/mortgage statements, or pay stubs showing at least one year of Massachusetts employment

Documentation will be verified by the Executive Office of Housing and Livable Communities in coordination with the Department of Revenue and Registry of Motor Vehicles

Fraudulent document submission results in permanent disqualification from the program
